Amparai, Veeramunai NGO employees continue to be detained

Six female employees at the Veeramunai office of a Non Governmental Organization (NGO) Social Welfare Organization of Ampaa’rai District (SWOAD), arrested by Sammanthurai police Tuesday afternoon are continued to be detained, civil society sources in Ampaa’rai said.

Sammanthurai police said the employees were arrested after the Special Task Force (STF) troopers found a document connected to Liberation Tigers of Tamil Eelam (LTTE) in the library of the SWOAD office.

Investigation by Sammanthurai police has been completed and the employees are now being investigated by intelligence unit from Ampaa’rai Police, Sammanthurai police said. The detained employees may then be sent to Colombo for further investigation, police sources added.

The employees under detention are Soosaiappu Mary Sugirtham, from Sorikkalmunai, Nagarajah Amutha from Veeramunai-02, Ponniah Rajeswary of Veeramunai-04, Thangarajah Bhavany of Veeramunai-03, Mailvaganam Gokulavathany from Valaththaapiddy, Malawththa, and Thangarajah from Police station road, Sammanthurai.

Meanwhile, Ampaa’rai district Tamil National Alliance (TNA) parliamentarian Mr.Pathmanathan has contacted the police as well as higher officials of Special Task Force (STF) and is taking steps to have the employees released.

SWOAD headquartered in Sagaamam Road, Akkaraippattu has offices throughout Ampaa’rai district. It provides loan for those with low income, implements housing schemes, participates in matters relating to Women’s right, and assists in educational development by establishing primary schools and libraries in the district.

SWOAD established in 1995 to co-ordinate welfare activities in Ampaa’rai District, has branches located in several villages in the district including Poththuvil, Koamaari, Thaa’ndiyadi, Vinayagapuram, Thirukkoayil, Thambiliuvil, Thampaddai, Vereramunai and Kaaraitheevu.

Veeramunai is a historical village where hundreds of civilians were killed by Sri Lanka Army (SLA) soldiers in 1990.

எருவில் அம்மன் கோயிலடியைச் சேர்ந்த எதிர்மனசிங்கம் நடேசமூர்த்தி (35) தனது வீட்டிலிருந்த போது ஞாயிற்றுக்கிழமை இரவு 7.35 மணியளவில் சுட்டுக் கொலை செய்யப்பட்டுள்ளதாக பொலிஸார் தெரிவிக்கின்றனர்.
அம்மன் கோயில் அருகில் பலசரக்குக் கடை வைத்து வியாபாரம் செய்துவரும் இவர் சம்பவ தினம் இரவு குடும்பத்தாருடன் வீட்டிலிருந்த வேளை மோட்டார் சைக்கிளில் வந்த இருவர் பிஸ்ரலால் சுட்டுவிட்டுச் சென்றுள்ளனர்.
3 பிள்ளைகளின் தந்தையான இவர் சுட்டுக் கொல்லப்பட்டமைக்கான காரணம் தெரியவி;ல்லை என பொலிசார் தெரிவிக்கின்றனர்.
இவரது சடலம் திங்கட்கிழமை காலை 9 மணியளவில் பொலிஸாரால் மீட்க்கப்பட்டு களுவாஞ்சிக்குடி வைத்தியசாலையில் மரண விசாரணைகளுக்காக வைக்கப்பட்டுள்ளது.

அம்பாறை மருதமுனையில் இளைஞர் சுட்டுக் கொலை

அம்பாறை மாவட்டத்தின் கல்முனைப் பொலிஸ் பரிவுக்குட்பட்ட மருதமுனை மசுர் மௌலான விளையாட்டு மைதானத்தில் வைத்து ஞாயிற்றுக்கிழமை காலை 11 மணியளவில் இளைஞர் ஒருவர் சட்டுக் கொல்லப்பட்டுள்ளளார்.
பாண்டிருப்பு அர்ச்சுணர் வீதியைச் சேர்ந்த புஸ்பராஜா ஜெயந்தன் (28) என்பவரே இவ்வாறு சுட்டுக் கொல்லப்பட்டவராவார். விடுமுறை நாட்களில் விளையாட வரும் இவர் இன்றைய தினம் அங்கு நடைபெற்ற கிரிக்கட்ட சுற்றுப் போட்டியொன்றில் கலந்து கொள்ளவென வந்திரந்த வேளை மோட்டார் சைக்கிளில் இருவர் துப்பாக்கிச் சூட்டை மேற்கொண்டுவிட்டுத் தப்பிச் சென்றுள்ளனர்.
சாரதியாக கடமையாற்றும் இவர் சம்பவ இடத்திலேயே பலியானதாக பொலிசார் தெரிவித்துள்ளனா.
சடலம் மீட்க்கப்பட்டு கல்முனை அஸ்ரப் வைத்தியசாலையில் மரண விசாரணைகளுக்காக வைக்கப்பட்டுள்ளது.
மேலதிக விசாரணைகளை கல்முனைப் பொலிஸார் மேற்கொண்டு;ள்ளனர்.

ஏறாவூர் துப்பாக்கி சூட்டில் குடும்பஸ்தர் காயம்.

மட்டக்களப்பு மாவட்டத்தின் ஏறாவூர் பொலிஸ் பிரிவுக்குட்பட்ட ஏறாவூர் 4ஆம் குறிச்சி லக்கி வீதி கோவில் தோட்டம் பகுதியில் சனிக்கிழமை இரவு 8.45 மணியளவில் இனந்தெரியாதோர் மேற்கொண்ட துப்பாக்கிப்பிரயோகத்தில் 3 பிள்ளைகளின் தந்தையான கணபதிப்பிள்ளை புவேந்திரன் (50) காயமடைந்து மட்டக்களப்பு போதனா வைத்தியசாலையில் அனுமதிக்கப்பட்டுள்ளர்ர்.
மேசன் வேலைசெய்யும் இவர் சம்பவதினம் வேலை முடித்து வந்து வீட்டில் குடம்பத்தினருடன் இருந்த வேளை முக மூடியணிந்து வந்த 3 பேர் இவரிடம் விடுதலைப்புலிகள் இங்கு வருவார்களா எனக் கேட்டுள்ளனர். இவ்வேளை இடம்பெற்ற வாக்குவாதத்தில் இவர் மீது துப்பாக்கிப்பிரயோகம் செய்துவிட்டுத் தப்பிச் சென்றுள்ளனர்.
இது தொடர்பான விசாரணைகளை ஏறாவூர் பொலிஸார் மேற்கொண்டுள்ளனர்.

இதே வேளை மட்டக்களப்பு வவுணதீவு மண்டபத்தடியில் வவுணதீவு பொலிஸ் நிலைய பொலிஸ் கான்ஸ்ரபிள் ஒருவர் சக இரர்ணுவ வீரர் ஒருவரது துப்பாக்கி வெடித்தில் எம். டினேஸ் (38) என்ற பொலிஸ் கான்ஸ்ரபிள்  பலியானதாக பொலிஸார் தெரிவிக்கின்றனர்.
சனிக்கிழமை மாலை 6 மணியளவில் இருவரும் கடமையிலிருந்தவேளை இச்சம்பவம் இடம்பெற்றுள்ளது.
பொலநறுவையைச் செர்ந்த இவரது சடலம் பொலநறுவை வைத்தியசாலைக்கு அனுப்பி வைக்கப்பட்டு மரண விசாரணைகளின் பின்னர் உறவினர்களிடம் ஒப்படைக்கப்பட்டது.

கிழக்கு மாகாண உள்ளுராட்சி சபைத் தேர்தல்

கிழக்கு மாகாணத்திலுள்ள 9 உள்ளுராட்சி சபைகளுக்கு தேர்தலை நடத்தவுள்ளதாக அரசாங்கம் அறிவித்ததைத் தொடாந்து எல்லோரும் பெரிதாகவே பேசிக்கொண்டனர். ஆனால் நடக்கவுள்ளது மட்டக்களப்பு மாவட்டத்திலுள்ள சபைகளுக்காக மட்டுமே.

இதுவரை பிரதொன கட்சிகள் எதுவும் கட்டப்பணம் கட்டாத நிலையில் 9 சுயேட்சைக் குழுக்கள் மாத்திரமே கட்டுப்பணம் கட்டியுள்ளன. தமிழ் கூட்டமைப்பு, ஐக்கிய தேசியக்கட்சி, முஸ்லிம்காங்கிரஸ், சிறிலங்கா சுதந்திரக்கட்சி அத்துடன் தமிழ் மக்கள் விடுதலைப்புலிகள் அமைப்பு (ரி.எம்.வி.பி) , ஈபிடிபி, புளொட், தமிழர் விடுதலைக்கூட்டணி, உள்ளிட்ட கட்சிகளின் கூட்டணி ஆகியன போட்டியிடலாம் என்ற எதிர் பார்ப்பு பெரிதாகவே உள்ளது.

ஆனால் அங்கு நடக்கின்ற வன்முறைகள் இன்னமும் அதனை சாத்தியப்படுத்தவில்லை.

மட்டக்களப்பின் தேர்தலில் அமைதியை எதிர்பார்த்து ஐக்கிய தேசியக்கட்சி சர்வதேச கண்காணிப்பாளர்களைக் கோரியுள்ளது. ஆனாலும் அதற்கான சாத்தியப்பாடு ஏற்படுமா என்பது யோசிக்க வேண்டியதாகவே உள்ளது.

மட்டக்களப்பு மாவட்டத்தின் தேர்தலில் மக்களது சுதந்திரம் எவ்வாறிருக்கும் என்பதை பொறுத்திருந்து பார்ப்போம்.

கொழும்பில் ஆயிரக்கணக்கான தமிழர்கள் கைது

இலங்கையின் தலைநகரான கொழும்பிலும், சுற்றுப்புறங்களிலும் இராணுவத்தினரும் பொலிஸாரும் இணைந்து நடத்திய தேடுதலின் போது கைது செய்யப்பட்ட51 பெண்கள் உட்பட்ட 400 தமிழ் இளைஞர் யுவதிகள் பூசா முகாமில் தடுத்துவைக்கப்பட்டுள்ளனர். வியாழன், வெள்ளி ஆகிய தினங்களில் கைது செய்யப்பட்ட இவர்கள் இராணுவ வாகனங்ஙகளில் ஏற்றப்பட்டு கொண்டு செல்லப்ட்டதாக கொழும்பு பத்திரிகை ஒன்று செய்தி வெளியிட்டுள்ளது.

இருப்பினும் இத் தேடுதலின் போது 2000 பேர் வரை கைது வசய்யப்பட்டுள்ளதாக இணையத்தளங்கள் செய்தி வெளியிட்டுள்ளன.

கொழும்பு மாவட்டத் தின் கொட்டாஞ்சேனை, கொச்சிக்கடை, வெள்ளவத்தை, களுத்துறை மாவட்டத்தின தெஹிவளை உள்ளிட்ட பகுதிகளிலும் கம்கஹா மாவட்டதின் ராகம, வத்தளை உட்பட மற்றும் பல பகுதிகளில் கைது செய்யப்பட்டவர்களே எதுவித விசாரணையுமின்றி பூசா முகாமுக்கு கொண்டு வரப்பட்டுள்ளனர்.

பூசாமுகாமில் தடுத்து வைக்கப்பட்டுள்ள இளைஞர்களில் பெரும்பான்மையானோர் மலையகத்தை சேர்ந்தவர்களாவர். ஹட்டன், நுவரெலியா, கண்டி, தலவாக்கலை பகுதிகளை சேர்ந்த பலரே இவ்வாறு தடுத்து வைக்கப்பட்டுள்ளனர். இங்கு தடுத்து வைக்கப்பட்டுள்ள பெண்களில் பெருமளவானோர் வடக்கு, கிழக்கு பகுதியினை சேர்ந்தவர்களாவர்.

பூசாமுகாமில் தடுத்து வைக்கப்பட்டுள்ளோரில் பிரித்தானிய, ஜேர்மன் பிரஜா உரிமை பெற்ற இரு தமிழர்களும் உள்ளடங்கியுள்ளதாக தகவல்கள் தெரிவிக்கின்றன.

கொழும்பின் நுழைவாயிலகள் பலத்த படைப்பாதுகாப்புடன் இருந்து வருகின்றதுடன் தேடுதல்களும் தொடுச்சியாக நடைபெற்று வருவதனால் இப்பிருதேசங்களில் வசித்தவரும் தமிழர்கள் பெரும் நெருக்கடிகளை எதிர்நோக்கி வருகின்றனர் என்பது குறிப்பிடத்தக்கது.

Ban Ki-moon condemns suicide attacks in Sri Lanka

28 November 2007 – Secretary-General Ban Ki-moon has voiced outrage at today’s twin suicide attacks in the Sri Lankan capital, which have killed or wounded dozens of people, and yesterday’s aerial assault on a United Nations aid office in the far north of the troubled country.In a statement issued by his spokesperson, Mr. Ban condemned the attacks in Colombo, which occurred outside the Ministry of Social Services building and in the Nugegoda district, and offered his condolences to the families and friends of the victims.

Media reports state that at least 16 people were killed in the Nugegoda blast and 37 others were injured, while one person was killed and two others hurt in the earlier bombing at the ministry building.

The statement from Mr. Ban’s spokesperson noted that he was also concerned about yesterday’s aerial attack in the town of Kilinochchi in which the office of the UN World Food Programme (WFP) was damaged.

“The Secretary-General appeals for an end to the destructive spiral of violence in Sri Lanka and calls on the parties to the conflict [Government forces and the Liberation Tigers of Tamil Eelam (LTTE)] to return to the peace process while making every effort to ensure the protection of civilians,” the statement said.

Security incidents drive more Sri Lankans to flee their homes – UN agency

23 November 2007 – Security incidents in eastern Sri Lanka are driving recently returned displaced people to flee their homes once again, a spokesperson for the United Nations High Commissioner for Refugees (UNHCR) said today, calling on the Government to take measures in response.“We are seriously concerned about the deteriorating security situation and various incidents reported from return areas in eastern Sri Lanka,” Jennifer Pagonis told a press briefing in Geneva.

“We urge the Government to strengthen the return process and build confidence among the returnees. We warn against any further moves towards premature return until these issues are resolved.”

The agency estimates that some 250 displaced people, who returned to their villages of origin in the Trincomalee district a few weeks ago after fleeing escalating violence in 2006, fled their homes again this week back to welfare centres in Batticaloa district after “serious security incidents” in their villages.

Ms. Pagonis cited reports of “a number of killings, abductions, incidents of harassment and general insecurity in these areas” which have prompted those who have fled to decide against any return to their villages of origin. “They said their homes have been looted and damaged, and they now have nothing to return to.”

The agency also drew attention to incidents of involuntary returns to Chenkalady in Batticaloa West, where the authorities reportedly told internally displaced people (IDPs) who were unwilling to return that their assistance would be withdrawn if they opted to stay behind.

“We reiterate our call to the Government to ensure that the returns are voluntary, safe and in line with international standards,” said Ms. Pagonis.

Emphasizing that UNHCR should be fully engaged in the process, she urged the Government to work with experts in this field to ensure the rights of IDPs, as stated in international humanitarian law, are safeguarded at all times.

இலங்கையின் கிழக்குப் பகுதிகளில் பாதுகாப்பு நிலைமைகள் மோச மடைந்துள்ளதால் மீள்குடியேற்ற நடவடிக்கைகளை பலப்படுத்துமாறு இலங்கை அரசாங்கத்துக்கு ஐக்கிய நாடுகள் சபையின் அகதிகளுக்கான ஆணையம் கோரிக்கை விடுத்துள்ளது. இது தொடர்பில் ஐ.நா. அகதிகள் ஆணையம் நேற்றுமுன்தினம் விடுத் துள்ள அறிக்கையில் தெரிவிக்கப்பட்டுள்ளதாவது : இலங்கையின் கிழக்குப் பகுதியில் சீர்குலைந்துபோன பாதுகாப்பு நிலைமைகள் மற்றும் பல்வேறு சம்பவங்கள் குறித்து நாம் கவலை கொள் கிறோம்.

இத்தகைய நிலைமையினால் உள்நாட்டில் இடம்பெயர்ந்திருக்கும் அகதிகள் மீளவும் தங்கள் வாழ்விடங்களுக்குத் திரும்ப இயலாத நிலைமை உள்ளது. இடம்பெயர்ந்தோரின் வீடுகள் சு10றையாடப்பட்டு அழிக்கப்பட்டுள்ளன. இதனால் அவர்கள் மீண்டும் தங்கள் வாழ்விடங்களுக்குச் செல்வது பாதிக்கப்படுகிறது.

இடம்பெயர்ந்த மக்கள் மீள்குடியேற பாதுகாப்பு என்பது மிக முக்கியம். அதனை உறுதிப்படுத்த வேண்டிய பொறுப்பு அரசாங்கத்துக்கு உண்டு. ஆகையால் மீள்குடியேற்றத்துக்கான நவடிக்கைகளை பலப்படுத்துவதோடு அம் மக்களுக்கு நம்பிக்கை ஏற்படுத்தும் வகையிலான நடவடிக்கைகளையும் மேற்கொள்ள நாம் அரசாங்கத்தை வலியுறுத்துகிறோம்.

மேலும் இத்தகைய பாதுகாப்பு நடவடிக்கைகள் மேற்கொள்ளப்படாத நிலையில் பொதுமக்களை மீள்குடியேற்ற முயற்சிக்க வேண்டாம் என்றும் எச்சரிக்கிறோம்.

மட்டக்களப்பு செங்கலடி பிரதேசத்துக்கு பலவந்தமாக இடம்பெயர்ந்த மக்கள் மீள்குடியேற்றப்பட்டுள்ளமை குறித்து ஐ.நா. அகதிகள் ஆணையம் கவலை கொள்கிறது. அப்பகுதியில் 92 குடும்பங்களைச் சேர்ந்தோர் மீள்குடியேற விருப்பம் இல்லை என்று எமக்குத் தெரிவித்துள்ளனர். மட்டக்களப்பு மாவட்டத்தில் நிவாரணப் பொருட்களும் சு10றையாடப்பட்டுள்ளன.

சர்வதேச நடைமுறைகளுக்கேற்ற வகையில் இடம்பெயர்ந்தோர் தாங்களாகவே மீள்குடியேறுவதை அரசாங்கம் உறுதி செய்ய வேண்டும் என்று கேட்டுக் கொள்கிறோம்.

Sri Lanka: Serious concerns about security incidents in east

We are seriously concerned about the deteriorating security situation and various incidents reported from return areas in eastern Sri Lanka.

Around 250 displaced people, who returned to their villages of origin in the Trincomalee district a few weeks ago, after fleeing escalating violence in 2006, fled their homes again this week back to welfare centres in Batticaloa district after serious security incidents in their villages.

UNHCR has received reports of a number of killings, abductions, incidents of harassment and general insecurity in these areas. These incidents have made the returns unsustainable for these IDP families. Those who fled to Batticaloa have indicated that at the moment, they have no intention of returning to their villages of origin. They said their homes have been looted and damaged, and they now have nothing to return to.

Incidents such as these clearly affect the sustainability of returns. Security is one of the main prerequisites for return and it is the responsibility of the government to ensure the security of returnees.

We urge the government to strengthen the return process and build confidence among the returnees. We warn against any further moves towards premature return until these issues are resolved.

UNHCR is also concerned about incidents of involuntary return during yesterdays, (Thursday) returns to Chenkalady in Batticaloa West. According to reports, displaced people, IDPs, who were unwilling to return, were informed by local authorities that their assistance would be withdrawn if they opted to stay behind. UNHCR has received a petition from the group of 92 IDPs indicating their unwillingness to return. There are also reports of looting of shelter materials in the Batticaloa district.

We reiterate our call to the government to ensure that the returns are voluntary, safe and in line with international standards. UNHCR should be fully engaged in the process and we urge the government to work with experts in this field to ensure the rights of IDPs, as stated in international humanitarian law, are safeguarded at all times.

UNHCR is also advocating with the government to ensure that any moves to return the recently displaced population in the northern region of Mannar is carried out with transparency. They were displaced after fighting erupted in the region in September this year. We are encouraging go-and-see visits by displaced people to the return areas to ensure that returns are fully voluntary and for UNHCR to be fully engaged in the process.

சந்திவெளியில் கடத்தப்பட்ட இளம் யுவதி கத்தியால் வெட்டிக் கொலை

மட்டக்களப்பு மாவட்டத்தின் ஏறாவூர் பொலிஸ் பிரிவுக்குட்பட்ட சந்திவெளி ஜீவ புரத்தித்தைச் சேர்ந்த 16 வயது இளம் யுவதி ஒருவர் ஆயுததாரிகளால் கடத்திச் செல்லப்பட்டு கத்தியால் வெட்டிக் கொலை செய்யப்பட்டுள்ளதாக பொலிஸார் தெரிவிக்கின்றனர்.

சந்திவெளி ஜீவ புரத்தித்தைச் சேர்ந்த மணிமேகம். சண்முகப்பிரியா (16) என்ற இளம் யுவதி தனது வீட்டில் உறங்கிக் கொண்டிருந்த வேளை வீட்டிற்கு வந்த ஆயுததாரிகள் இவரை விஜசாரணைக்காக அழைத்துச் செல்வதாகக் கூறி 15ஆம் திகதி இரவு அழைத்துச் சென்றுள்ளனர்.

பின்னர் 16ஆம் திகதி வெள்ளிக்கிழமை காலை கத்திக் குத்து மற்றும் வெட்டுக் காயங்களுடன் சந்திவெளி ஜின்னாபுரம் பாலையடித் தோணா பிருதேச புகையிரதப் பாதை அருகே சடலமாக மீட்கப்பட்டுள்ளார்.

பொலிசாரால் மீட்கப்பட்ட இவரது சடலம் ஏறாவூர் மாவட்ட வைத்தியசாலைககு எடுத்துவரப்பட்டு மரண விசாரணைகளின் பின்னர் உறவினர்களிடம் ஒப்பபடைக்கபட்டது.
